He does it because they're effective. The west reinforces the behavior every time they freak out and back down in response.

If countries like Poland and the Baltics want to retain their freedom, it probably makes sense for them to acquire their own nuclear deterrents. Probably the same for a number of Asian countries. The end of nuclear non-proliferation will likely be one of the legacies of the Ukraine war, given that it directly followed from Ukraine giving up its nuclear arsenal, in exchange for what they thought were security guarantees.
