3. No this has been debated in Japan since the First Gulf War
Though there is a little more impetus now since North Korea has screwing around and the possibility that the UN may enlarge the Security Council. The Japanese believe they are a shoe in if they add a seat for Asia. So they believe it helps there case if their troops can actually leave the country if peacekeepers are needed or if the UN needs troops to fight an action somewhere.
