It also means he can't be re-exposed to the dioxin.

I'm not sure if dioxin is bio-accumulative or not, and I don't have my copy of Zodiac handy at the moment. (Easy to understand, accurate environmental chemistry wrapped up in a novel form!) If it's not bio-accumulative, then once it's out of his system, he will get back to normal, as long as he's not exposed again. If it is bio-accumulative, then he's going to have to live with the damage and make sure he's careful not to encounter any further dioxin or covalent chlorine.
