The "war" or "major combat operations" was declared over only a couple of months after they started.

Now before I get flamed, OBVIOUSLY we are still in combat in Iraq, but this goes to their framing. They can say that "Mission Accomplished" signaled the official end of the war and be correct in an egregiously dishonest way. They have "handed over" power to the Iraqis, the Iraqis have held elections and have a preliminary parliament. This little "insurgency uprising"--not the war--is what they are now cautioning may last 12 years.
