As to the danger, that's bordering on the obsurd. Hundred's of thousands of people clean up vomit daily, and it is certainly less risky than giving shots or the like. Give him a little training, and the vomit cleaner he should be.

Although, to be fair to the police dept, I would probably assign the kid to work at a local hospital for the next 2 months.
