Once a breach forms it is almost impossible to stop until water level equalizes on both sides of the breach and the water velocity approaches zero ft/min.

As they fill the gap, the velocity will increase and undermine the stability of what they have already set in place. If the cross section is 2 blocks wide and flow velocity is 2 ft/min, filling the half the gap will increase flow velocity to 4 ft/min. Filling the remaining gap by half will increase the flow velocity to 16 ft/min.

The best plan of action is to let it flood, use the 1000+ helo trips to pick people off roofs, fill the breach, and pump it out.
