12. The FBI has always had an international presence
In fact, J. Edgar Hoover tried hard to bring overseas intelligence into the FBI sphere just prior to WWII. Wiser heads prevailed and the OSS/CIA was born, although the FBI was given responsibility for South America during the war years to pacify Hoover. After 9-11, the FBI and other law enforcement agencies were integrated into the overseas counterterrorism fight. The FBI has had a presence in Afghanistan for several years, as has the DEA and others. A lot of what they do overlaps, there's not a clear division of labor, and everybody tries to expand their area of responsibility for budget and prestige purposes.

OTOH, this is the official narrative. It could well be a cover story. Maybe the FBI really did get them. Or maybe it was Delta Force and giving the FBI credit is less inflammatory than a military snatch operation on foreign soil. Or maybe somebody was paid off to deliver them and this story shields whoever turned on them. All we know for sure is that the US has them in custody now.
