The answer is not Ted.

Ted was months shy of the constitutionally required 30 years of age. The Governor chose a replacement to just keep the seat warm for Ted until he reached the proper age.

What was this man's name? I can't seem to find it anywhere, and I want to answer this trivia question at work.
