It simply means that they need to allow anyone who wants to display a menorah to do so. Same with Kwanzaa decorations (even though Kwanzaa has no religious significance).

Why should you be offended by a nativity? It's just as likely some community group asked to put it there and the village said yes. If you have something you would like to display, why don't you ask to display it? With all the death and destruction going on paid for with your tax dollars, why are you fretting about a little diorama?
