The Wilson Building is an office building for the Government of Washington, DC, and is not a Federal building. It holds offices for registering a car in DC or for the DC unemployment office -- the sort of things that are normally done by states and state agencies.

It is part of DC district government and should not be used by federal groups for anything, especially for parties.
