The constant FOX News visual of terra lerts and color charts have had the exact opposite effect. Back in 2003-2004, the government issued too many vague generalities, like " Messages intercepted three months ago indicate that terrorists might threaten some important target in Sheboygan, Minnesota or Baltimore, Maryland" With that sort of precise information and delays between interception and announcement, no one pays attention any more, and rightly so.
