Journal Constitution. The article quoted most of the actual lines from the memo. However, the lead line as that the memo was a "dud" in American media, in a way true. No speculation was offered as to why the memo wasn't getting more attention, even after it had been released in several markets. My personal opinion is that everyone already knew that Bush had "cooked" up the "justifications" for war and that his supporters didn't care. They wanted the war.
