No, WaPo Editors, it could not have merely 'slipped his mind' or the minds of those within the administration who reviewed the document prior to submission of his nonimation to Congress.

"Efforts to find factors that would disqualify him have proved less than overwhelming. He has, to be sure, crossed the line a few times in his behavior toward other officials. But most of the objections come down to his strong policy views and hard-charging style."

No, WaPo Editors, the major issue was the White House denying Congress access to documents that remain entirely relevant to the process of evaluating Bolton's contributions to the administration's deception of the American people and the Congress regarding justification for Bush's war on Iraq.
