I did not read the article correctly.

However, it is true that South Carolina does have a greater number of organized racist outfits than any other state in the nation. This does not make everyone in the south a racist, and it does not mean that this problem is limited only to the south.

It simply means what it does. South Carolina has the highest number of racist organizations. It is also true that the numbers are considerably higher for these organizations throughout the bible belt.

It is also true that not every racist belongs to an organized outfit. It would be pretty difficult to quantify that group however.
