53. Lack of National Guard deployment for one
a competent president would have noticed that a huge hurricane was sitting in the Gulf of Mexico for four days and, realizing that the National Guard numbers were depleted in the gulf region (and everywhere), used those 4 days to mobilize units from surrounding areas. There should have been thousands of National Guard troops sitting just out of harms way, ready to go in and save those people.

In this situation, every helicopter, boat, or rescuer that isn't available or was delayed is causing more deaths. That is why I blame Bush.
