Who is "Booger" according to Bartcop?

I was just reading Bartcop and one of his correspondents mentions that somebody named "Booger" claims, erroneously to have bought stock in Bechtel. From the context I'm guessing that Booger is Chris Matthews, but that's just a wild guess. The relevant post in full:

It is interesting how Booger has bought Bechtel stock.
It is privately owned and not subject to any scrutiny from public stockholders.
No wonder they are a favorite of the B.F.E.E.
Bechtel stock does not exist!!!

Did someone in a public forum claim to have bought Bechtel stock? What's the deal here? This is one reason why I don't cotton to all these cutesy nick names we slap on anybody we don't like. It gets to be so much of a self-referenced inside joke that new readers get turned off because they can't follow who we're hating on from one moment to the next.
