I think that turning Iraq back over to the Iraqis, whatever that means, right now, as Clark suggested, will result in Saddam Hussein retaking control or at least the Sunnis taking control. That may be the only alternative though.

I am very pessimistic that there can ever be a unified Iraq of Shiites, Sunnis and Kurds. Of course, I thought this BEFORE we invaded.

I think Clark is probably right as to what we should do, but there is no doubt it will end in failure or supposedly stated goals.
