But it has huge downsides as well: the cost of the driving licence can be easily as high as the price for the first car (2000€+).
And I hardly see people driving smart: use of the turn indicators is degenerating to a virtue; the speed limit (if there is one) is ignored by people claiming that "the limit is for people driving not as good as I do", one is overtaken left and right and, and, and.

The one positive aspect is that the rising gas-prices seem to have an impact on speeding.
