30. Driving a car is more necessary than smoking.
Smoking is a choice that serves no other purpose than to pollute your lungs and make you sick (and supposedly, for whatever other stupid reasons people smoke).

Cars aren't really "enjoyable." I don't drive for the fun of it 99.9999% of the time, I drive because I need to go to work to pay for my healthcare which is so high because of people who make poor health choices ;)

How about a comprimise. People who make GOOD health choices are REWARDED with lower costs?
