Here's their response, to my email to them, which was about the quality of their actual candy bars going downhill, not the packaging:

Comments from our consumers are important. Hershey wants our products to reach consumers in the best possible condition. Our Marketing Department is constantly evaluating alternative methods of wrapping, molding, and packaging.

The packaging was redesigned based on consumer preference. Consumers surveyed said they would be more likely to consider buying this product after seeing the new package than they were before they saw it.

Reasons for this included:
. Visibility on store shelves and "enhanced product freshness"
. Hershey's milk chocolate with almonds bar is easier to distinguish
from the Hershey's milk chocolate bar with the new graphics
. This is very helpful to our consumers with food allergies
. More tamper evident
