In California, we will have a vv paper trial in 06. Shelley's done a good job for 06, though not for 03 and 04. Even with paper ballots, the count can be off with the tabulators. Also there is a disenfranchisement problem in states where the Republicans have the Secretaries of State. The Republicans oppose the paper ballots and it will be a lot easier getting them in if there is a Democrat in charge.

I think that paper ballots should be a goal for prior to 06 so that they are in place in 06.
