Because the VA was going to run out of money -- IIRC, the Sec'y of the VA originally told Congress the VA had plenty of $$, then had to go back with hat in hand.

What I've read and heard is to the effect that Bush has cut VA funding, at least in terms of inflation-adjusted dollars. The actual number may have gone up, but the purchasing power of those dollars is less than it should be.
