Why are results for WA-08 taking so long?

All the major national newscasts as well as WA SOS website are only reporting amount so far.
(446 of 754 Precincts Reporting) 59%

R Dave REICHERT 77,597 51%
D Darcy BURNER 74,861 49%


I know WA is suffering through a lot flooding, but I'm not sure if this district is effect by it. Can someone tell me why it takes so long to report the results?

Almost 300k ppl voted in 2004 election in this district (I have read), so I truely doubt that this is the final result.
