5. The freepers there don't vote.
Most of the people there live in the boonies, too far from a polling place to bother voting. Since Alpine county is tied to the Nevada economy more than the California one (they're very isolated from the rest of the state by the mountains, and get practically no tourists), there just isn't much Republican interest there in this states politics. The freepers there tend to be more of the "Just leave me the hell alone" variety.

Because of that, most of the voters in Alpine County come from the communes, which are liberal.
