Virginians, I Need Some Assistance, Please!

My dad had a stroke in Fairfax County. He won't move to a state with somebody from the family who can care for him.

What is available for disabled elderly in their own homes? We're talking:

Transportation
Home Help Care
Meals on Wheels
Assisted living facilities
Visiting Medical
Panic Button or Other Emergency Calling
Services for the Blind
Rehabilitation
Social Activity

and anything else I haven't learned about yet. I know all this in my own state, but Dad won't consider it.
