The political graveyards are full of the rotting corpses of politicians, all better men and women than he is who underestimated the lengths this man would go to win.

I think they hoped to win more or less honestly (a little voter supression here and there notwithstanding) but just in case, they had plan B. I think when the early exit polls came out, they called for Plan B.

Did Bush know every detail. No and he'd be an idiot if he did. The goal was to make it so decentralized that no one could safely say that it was centrally coordinated.

Plausible deniability.
