Tubbs-Jones came in at the 11th hour. It was decided that she should be the one to stand instead of Conyers, because she is from Ohio. Without Conyers, there would have been no Tubbs-Jones, and then no Boxer, etc.

Not denigrating her stand, but on the food chain of heroes in this, she is third on the list, and I can only write so many words.
