12. In Marin County there was a horrible landlord
who rented substandard apartments (non-functioning plumbing, dangerous electricity problems,etc.) The judge sentenced him to live in one of his own apartments, as is, for a month.

How about making monthly community service in the poorest neighborhoods of their states a standard part of the job of senators and representatives?
(I love it that Martha Stewart is becoming an advocate for prison reform!)
