This was a speech given before Kyoto was formalized. There are later speeches that year where Kerry speaks to what is needed. I posted this because I intended to get all Kerry's comments over the period Kyoto was negotiated- but got distracted by other things.

I found this fascinating in itself because it shows an awareness of some of the political problems on the horizon. In one later short Senate, Kerry explains Clinton's requirements. This is interesting because it answers why the US had problems and Europe had less problems.
