Some may remember the talking heads kept marvelling at all the money this asshat was raising. The meme was the GOOP wasn't going to nominate another Bob Dole and the Boooosh cabal was hard at work isolating all the big money to freeze out any real primary threat. Repugnicans never had a chance to realy vote on this assclown as by the time the primaries arose he had such a large warchest that he could easily smear and outspend McCain back onto his "bullshit express". The fix was in long before a single vote was cast in the '00 primaries.
