I covered the Great Smoky Mountains National Park when I was a reporter. Believe me, if they can find the cubs, they will (and they usually do - those rangers know nearly every nook and cranny of that park) and when they find them, they have an orphaned bear habitat.

Most of the park rangers I know very much care for the area's animals - and flora and fauna, for that matter. This government may be heartless, but most of these people didn't choose being a park ranger as a career because they hated the environment.
