A question for those knowledgeable about closed adoptions and the bad old days

I was given a brief biography of my birth families with my adoption paperwork. It stated that my birth mom was 18 years old and in tenth grade of high school. Minus her time being hidden away during her pregnancy, this still would have made her a year behind in her education. I always questioned that. As some of you know I recently found my paternal birth family. Yeah, b-dad is an ass and isn't assisting in me finding my b-mother, but whatever. My paternal aunt, OTOH, is doing what she can. She remembers seeing my bmom and strongly believes that she was younger than eighteen.

So today I was perusing youtube for others who are seeking, and I found another adoptee who was told that her bmom was 18 years old and in tenth grade. So my question for anyone with knowledge of the legal side of adoptions, could it be that agencies lie about the age of the mother relinquishing custody for legal purposes?
