Of the 4 parts to the solution, I think population control would be the most important and most likely to actually occur. New technology is strictly "who knows?" and "let's hope". Consumption restriction and resource allocation on an effective scale would require wisdom, self-discipline, and selflessness. Qualities that just aren't very abundant among humankind.

I say population control is "most likely", not "is likely". I'm afraid I tend to be pessimistic on the future of the human species. If I could make the bet, I'd put my money on "we're going to fuck it up."

A favorite quote that I'll never forget, although I forget, the author is, "We have become very clever, but not yet wise." It is so true. We have the answers to many problems as you pointed out, we're just not wise enough to implement them. And time is running out.
