Same goes for one's baby but it simply isn't a matter of knowing or didn't know.

The law says this in Arizona
7. Intentionally, knowingly or recklessly leaves an animal unattended and confined in a motor vehicle and physical injury to or death of the animal is likely to result.

The key word is reckless. Meaning knowingly or not I'd go to jail for leaving an animal in the car. As far as your point about a K-9 to a dog, a dog is a dog I agree with you. However the police had a K-9 dog and if someone else injured or killed a k-9 dog he/she would be subjected to harsher punishments then an ordinary animal cruelty charge.
