11. Too easy. It's very simply human nature. As far as I've been able to ascertain
having never really traveled, so all my information is from history and current events, there has never been a government or society with of 100,000 or more that doesn't have some level of corruption in it. It's just our nature, in our DNA. I've also yet to see in my personal life a person rise to a position of being able to be corrupt that didn't end up embracing it to some extent, perhaps it's a mundane as hiring cronies and family members at small businesses in order to get a contract from an entity when more qualified applicants are ignored, or as outrageous as much of what we discuss here with lobbyists, Wall St., bankers, and politicians effecting an entire nation. Once someone has the power and/or money, they slip into it. Yep, my vote is that it's simply human nature.
