Need leaders quite a bit? Do you really have such a binary notion of political motivation, that it comes from the top alone or doesn't exist? That's a real authoritarian pattern, frankly.

For me, that word "leadership" just reminds me of heads-of-state who are called "The Leader." I never seem to like them much, from their works.

I would agree, though, that blaming the voters is also entirely pointless. The question is how to motivate voters without having to wait for the right "leaders" to happen by.
