Explaining why the shutdown should be avoided. Says he isn't wildly optimistic. Isn't laying blame on any one party. Saying he hopes an agreement can be reached in the next 30 hours before this shutdown goes into effect. Says he told Reid and Boehner that he expects an answer in the morning.
