7. The same is true of police services, etc. That is the way it is.
Heck, on a good summer day I'm 30-45 minutes from a police response, let alone at night when there is 10" of snow in the roadway. Ambulance response time is about the same.

In most places there is an ability to protect, but not a legal duty to do so.
