I found this.

Convicted spy Aldrich Ames has spent the last year in solitary confinement. The trouble is, he doesn't like it there.

Though he spends 23 hours a day confined to a small cell, Aldrich Ames is still causing the CIA problems.

Sitting in a prison interview room, the agency's most damaging spy explains in a calm voice that he is doing battle with his former employer over his placement in what he calls "solitary" confinement and what the prison defines as "administrative detention."

Seems to be standard procedure for traitors.
