1. I think this is confusing copywriting
especially given a sentence further down in the article linked in your OP:

"Sunday's raid was one of a countless number that U.S. special operation forces have carried out in their pursuit of terrorists from Africa to the Middle East."

So my take on it would be:

1. The Sept. 11th attacks occured.

2. This operation, out of all the covert operations launched since (after) the Sept. 11th attacks, is the most important one.

I suspect that's what the copywriter meant, but I think it was poorly phrased.

2. Agree...My old Book Publishing Copy Writing experience flagged that when I read it...
and even thought I have a side of me that questions everything about "9/11" ....I think it was a confusing error by a young staffer who didn't have an editor to check what was reported to verify.

Most news organizations can't afford editors, copy editors these days. So one or two people is the most that can check things and they are too overworked to read every sentence like the "old guys" used to do.

Not saying this isn't something to question but better to send an e-mail to the reporter asking for verification before getting worked up about this before getting worked up. Just saying.
