Someone with a memory that bad should have had a medical discharge from being VP
Did the FBI notify anyone that Dick Cheney had early Alzheimer's or some sort of cognitive disorder that made him a menace in his position?

A study from Duke University, published in the New England Journal of Medicine in February, 2001, confirms what many doctors have suspected, but have been reluctant to discuss with their patients: A substantial proportion of patients after coronary artery bypass surgery experience measurable impairment in their mental capabilities. In the surgeons’ locker room, this phenomenon (not publicized for obvious reasons) has been referred to as "pump head."

My old veterinarian had it, no question... I knew for sure when he tole me, and my then 5, 8, and 11 year old children that they should take their dog out into a field and hit it in the head with a brick until he dies.

I kid you not.

I had a neighbor I suspect had it as well... he drank bleach to kill himself about a year after his surgery... he had money, two excellent homes, four awesome restored old Cadillacs... everything to live for, but he called his grandson, bitched him out over some imaginary thing, and then drank bleach.

3. Bill Clinton
seemed to suffer some major changes after his bypass surgery, however, he seemed to fully recover once the fluid in/around his lungs (that had developed following surgery) was successfully treated. He may be a little more short tempered, but that appears (to me) to be more a natural progression of his aging character.
