What's with all the state vans?

I just rode down Buttermilk Road in Tuscaloosa. In about a half-mile stretch, between Bryant High School and the Wilco truckstop, there were about 10 white vans parked on the right-of-way. Men were sitting in them; it appeared that they were waiting for something. The vans were plain, except for a state seal on the side. Anyone else seen these? Do you have any idea what they're for? Just seemed a little strange, and I'm curious about it.

That they had at the Birmingham airport. That's my best guess so far (excluding my more paranoid "delusions").
