Those two idiots mandated that the budget would have to be passed by a two-thirds vote of both houses.

The major sticking point is that the Republicans are still dumb enough to think that it is possible to run the people's business without imposing taxes.

6. So why has not a proposition been put on the ballot to make it a simple majority
to raise taxes? Or 60/40 or something more reasonable? Or has it been there and I don't remember.

14. they put just such an initiative on the ballot to pass school bonds with 55%
it was written very narrowly to only apply in that case.

they need to put a budget reform package out there that includes passing revenue enhancements with just a majority vote in the legislature. sadly, the current planned initiatives for the May ballot don't do that.

Their irresponsible behavior triggered the taxpayer revolt known as Proposition 13.

In spite of the 2/3 majority requirement to pass a budget or raise taxes, California's middle class is the most heavily taxed middle class in the country, and the deal they just passed raises the state income tax rate to literally the highest of any state.
