is the focus on taxing out-of-staters through our sales tax. The legislature just http://www.bangordailynews.com/detail/141321.html">recently voted to give a huge (60%) break on sales tax to out-of-staters who want to buy a boat here!

I'm all in favor of lowering income tax and raising sales tax to curb gluttonous consumption (why would you want to discourage income?), but these exclusions are really shady. Is it true that some candy bars are exempt while others aren't? I heard that rumor, but couldn't find any details online.
