Many businesses, at least in the Western suburbs, as well as a City of Plymouth building had their flags lowered to half stuff. Was it to honor Ted Kennedy? Would the governor have to issue a proclamation? Would he do it for Kennedy?

I think once that is done, individuals and private businesses may follow suit if they choose to (of course they may also choose not to). I don't know if the presidential order would apply to state buildings, probably not. Though I did notice the fire house in my neighborhood had its flag at half staff.

a Holiday gas station, several Perkins (with their huge flags) and a Cadillac dealership!
I was really surprised by the City of Plymouth building - not City Hall, was not driving there. I am pretty sure that the mayor and most council members are Republicans. Certainly we are represented in both the Minnesota House and in Congress by Republicans.
Still, was reassuring to note these expressions of respect.
