I sent his office an email and got this canned reply:

...and I know when they speak on the floor of the Senate, they've been known to quote letters from around the country. As the response indicates, they get a lot of mail so they limit how much time and energy they expend replying to folks who can't vote for them.

Senators obviously get a lot of mail. I have a NJ address, and it took more than three months before I got a response to a letter I wrote praising his "Chickenhawk" speech.

I get the same kind of response when I write/email senators who are not from my state. They really make an effort to put their own people first and not those outside the state. It won't stop me from writing about big issues like Judges, War and Bush's out of control spending; however, smaller issues you'd have better sucess either with your own senators or having someone from NJ write it for you.
The only time I ever get responses is from my own senators in DE - Biden & Carper

and demand an investigation. He's also the first one in line to sign the Durbin/Reid letter that is going to released to the media, evidently, tomorrow.
He may not be returning every email, but he's working for us pretty hard!!!!
BTW, you may want to call when you have an issue you care a lot about. I do, and find the staffers very helpful. I've called when he voted no on Rice, no on Gonzalez, introduced election reform legislation, and when he was first senator to call attention to the Gannon scandal. I called to thank him--a little positive reinforcement can't every hurt...
