"District 3—Kathy Dahlkemper (D) v. Philip English (Inc R). This district includes Erie, in the northwestern part of the state, and is maybe the hottest contest in the state. It’s definitely winnable on paper, and Erie voters are definitely getting tired of English. The problem is that Steve Porter, who failed to gain the seat as a Democrat last time around, and who is showing signs of "frequent kooky candidate syndrome", is running as an independent and threatening to spoil our chances. Here is a excerpt from a July 2008 political blog:

"A few weeks ago, I wrote favorably about Kathy Dahlkemper (D), who is taking on veteran incumbent Rep. Phil English (R) in Pennsylvania’s 3rd district. Dahlkemper had plenty of time and reason to haul in cash after her April 22 primary win, but instead she raised $203,000 in the quarter and ended June with a disappointing $128,000. English had $787,000 in the bank.

Dahlkemper has some personal money, and polling suggests that she’s very much still in the race. But her fundraising numbers are disappointing."

Voted to send Pennsylvania jobs overseas. English voted for the Central American Free Trade Agreement (CAFTA) which would implement a free trade agreement between the United States and Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua and a separate pact with the Dominican Republic. CAFTA fails to include adequate protection for workers, was a factor in the loss over 1 million jobs and fails on environment and public health concerns.

English voted to modify the Trade Adjustment Assistance (TAA) program for workers, firms and farmers to five years. The amendment cut the benefits outlined for the extension of the Program only increasing the federal share of monthly TAA participant premiums for the Health Coverage Tax Credit by 5%.

English has opposed providing assistance to workers who have seen their jobs and economic security sent overseas and even voted to give tax breaks to companies that outsource jobs.

English voted against providing extra assistance to workers whose jobs have been outsourced overseas.

English voted to give tax cuts to companies that outsourced. The bill called for $25 billion in immediate tax rebates to large profitable corporations that paid the low-rate “alternative minimum tax” over the past decade and a half because loopholes cut their regular income tax bills to little or nothing.

English voted in favor of a bill which would end annual congressional review of China’s trade status and ease China’s entry into the Geneva-based World Trade Organization."
