Desmond Hatchett, a Tennessee man, has fathered 21 children by 11 different women at the age of 29, an American court has heard.
Mr Hatchett, who works in a minimum wage job, said that he was not trying to break a record and has no plans to have any more children.
He insists that he knows all of their names, ages and birthdays.
"I'm done. I'll say I'm done," he told WVLT local television.
"I didn't intend to have this many. It just happened."
Knox County Juvenile Child Support Court heard that the law prevents the state authorities taking more than half of his salary.
Although the mothers would normally receive between $25 (£15.60) and $309 (£194) a month depending on how many children they have, some of them will take away only $1.98 (£1.24) when the money available is divided up.
Hatchett's attorney Keith Pope said: "The children can't be supported all by Desmond, so the state of Tennessee has had to step in."
One of the mothers said that she struggled to feed her young son.
"He's a heavy milk drinker and milk is not cheap," she said.

The state of TN should help him secure another job so he can better afford the children he has already created. He should be required to pay the state back for ALL of the support we are giving HIS kids. He must be held responsible for his IRRESPONSIBILITY! We need to keep him BUSY so he doesn't have the time or energy to "just happen" more kids. I think the state should supply him w/sterilization services TODAY! Better yet, mandate it. It will save us all money in the long run.
This is sickening.
