Bush to address Democrats in James City
The president will be back in Hampton Roads for the second time in four months
- for a Democratic caucus at the Kingsmill Resort Feb 3.

JAMES CITY -- President Bush has agreed to address U.S. House Democrats at their retreat near Williamsburg next month.
In a sign of the new power wielded by Democrats on Capitol Hill, Bush will attend an issues conference of the House Democratic Caucus at the Kingsmill Resort on Feb. 3, according to an e-mail by caucus chairman Rep. Rahm Emanuel, D-Ill.
Former President Bill Clinton will address the caucus Feb. 1, Emanuel announced in the e-mail, which was delivered to caucus members over the weekend.
The three-day conference comes as Democrats settle in to a new year with their first majority in Congress since 1994.
The last time Bush ventured into the opposing party's private retreat was in February 2001, when he visited the Senate Democrats' annual strategy summit. During that 50-minute, unprecedented trip - at the Library of Congress in Washington - the president talked about his commitment to bipartisanship.
