Caucus question. Can non-residents observe?
Howdy Washingtonians. I live in Portland, and have never done a caucus. Was wondering if it would be legal/ethical to jump the river and attend/observe a caucus in Vancouver?

The voyeur in me would like to watch.

1. You cannot participate since you are not a WA resident.
Not sure if you can watch though.
